In 2017 Opus International Consultants sought to develop an international design support centre and chose the Philippines as the desired location to provide such a service. The Philippines was selected ahead of other global offerings due to the high level of work commitment and attitude, quality of the engineering education, the very good English spoken and the relative time zone to New Zealand.

Ms Florabel Maquiraya was engaged to research suitable engineering design consultancies across the full range of engineering disciplines, encompassing the transportation, water and buildings sectors, from which a selection of suppliers was to be interviewed.

Ms Maquiraya researched in excess of 100 companies that had the necessary capability and capacity against a profile of skills and projects and shortlisted 25 companies for interview.

An extremely thorough analysis of these potential suppliers was provided along with references, annual reports and capability profiles which were dispatched for review in NZ ahead of a planned visit to Manilla in May 2017.

Ms Maquiraya made all the necessary arrangements for our stay in Manilla including security, accommodation, venue hire and business facilities which were to an incredibly high standard. Interviews were structured across three days of the 25 companies with detailed presentations, questioning and scoring against a capability profile in the evening. A total of 12 companies were then visited undertaking on-site inspections and further discussion over a two-day period.

The quality of the businesses that had been shortlisted was to a very high standard and the organisation for both the interview and site visits was excellent.
